Can I sell cosmetics in the EU without a safety assessment?

To sell on Amazon Europe or directly to EU customers, you need one to four compliance registrations, depending on what you sell. Sellers based outside the EU need an EU Responsible Person under the General Product Safety Regulation (EU) 2023/988. Electronics and batteries need WEEE and battery registration in each country. What EU Compliance Do Amazon Sellers Need?

What EU Compliance Do Amazon Sellers Need?

Electronics & Electrical Products

If your product has a plug, a battery, or connects to power, you need WEEE registration in each country where you sell it. In Germany, electronics are registered with stiftung ear; LUCID is Germany's separate register for packaging. France, Spain, Italy and Sweden each have their own schemes. Cosmetics & Skincare

Every cosmetic product sold in the EU requires three things: a Cosmetic Product Safety Report (CPSR) prepared by a qualified assessor, a Product Information File (PIF) held by your Responsible Person, and notification on the EU CPNP portal.

Under Regulation (EC) No 1223/2009 the Responsible Person holds the PIF and files the CPNP notification. When Eldris is your Responsible Person, each CPNP notification is £99 per CPSR.

General Consumer Goods

Toys, clothing, accessories, household items, and any other consumer product sold into the EU from outside Europe require an EU Responsible Person. If the product is packaged, you also have packaging EPR obligations.
